The goal of the Office of Special Programs is to support the schools in their efforts to help students maximize learning and reach high levels of academic achievement. The Office also provides guidance to assist schools in directing their supplementary state and federal categorical  program resources.
 
State and Federal Categorical Programs

The La Habra City School District receives special state and federal categorical program funds to improve student achievement, provide professional development to staff, and to increase parental involvement. These programs include:

Federal Programs Program Description

Title I, Part A

Improving the Academic Achievement of the Disadvantaged

Title I, Part A, is a federal categorical program to ensure that all children have a fair and equal opportunity to obtain a high-quality education and reach, at a minimum, proficiency on the state content standards and assessments. The intent of this funding is to meet the educational needs of low-achieving students enrolled in the highest poverty schools. In La Habra, Title I funding provides for Title I educational assistants, additional tutoring, staff development for staff, supplementary instructional materials and parent education/involvement activities.

Title II, Part A

Teacher and Principal Training and Recruiting

The purpose of Title II, Part A, is to increase the academic achievement of all students by helping school districts improve teacher and principal quality and ensure that all teachers are highly qualified. Some of the allowable activities include:  increasing the subject matter knowledge of teachers; mentoring for new teachers; and assisting teachers in how to use assessment data to guide instructional decisions. Title II serves both public and non public school students.

Title III, Part A

Program for English Learners

Title III authorizes funding for supplementary programs and services for English learners.  The purpose of the subgrant is to assist English learner students to acquire English and achieve grade-level and graduation standards.

EIA/SCE

Economic Impact Aid (EIA) is a state categorical program that provides supplemental funds, kindergarten through grade twelve, to support (1) additional programs and services for English learners (ELs) and (2) compensatory education services (SCE) for educationally disadvantaged students, as determined by the district.
